Found this in the Blackmoor Players Guide p 184. Lead by Lady Tyger, this group is described as a travelling freak show. They apparently originated in Jackport, but may be found travelling around in the North.

Would they work as a Meta-Org?

Absolutely!
I recently came across a travelling freak show in a gamebook (The Howl of the Werewolf) and I was very impressed.... maybe if you need some inspiration to flesh it out, you may want to have a look at it...
