Which company holds the rights to the Blackmoor franchise these days, or is it maybe Dave Arneson's estate?

Yes this is accurate, but only for the trademarks of Wizards of the Coast, which generally include "Blackmoor" and the Proper nouns and places.

All of the new races, locations, spells, etc are not the property of WotC, but rather of myself at this timing.
